The 2BHK housing programme was not only a housing scheme. It was a statement about dignity. The previous EWS housing schemes had offered small, single-room structures and required the beneficiary to contribute funds they did not have, trapping them in debt. The BRS government designed something entirely different: a 560 square foot home with two bedrooms, a hall, a kitchen and two toilets. The land was provided free by the BRS government. The water supply, sewerage and electricity connections were provided by the BRS government. The entire construction cost was borne by the BRS government. The family walked in and lived. Nothing was asked of them except their presence.

Telangana 2BHK vs. National Housing Scheme
The contrast between Telangana's 2BHK programme and the national PMAY housing scheme illustrates the difference in philosophy. The national scheme offered a contribution towards a small structure and required the beneficiary to build the rest. Telangana offered a complete house, built and handed over, at no cost to the recipient.

Housing Loan Waiver: Erasing Thirty Years of Debt
In addition to building new homes, the BRS government erased the outstanding loans of those who had borrowed under the old EWS housing schemes from 1983 to 2014. These families had taken small loans to build or improve their homes and had been paying interest on them for decades, often without ever managing to clear the principal. In July 2017, the BRS government waived the entire outstanding loan amount of Rs.3,920.56 crore for 29,64,435 housing beneficiaries, permanently relieving them of debt they had carried for up to thirty years.
