Andhra Pradesh was formed on 1 November 1956. By 31 March 1957 — five months later — more than 41% of Telangana's revenue income had already been transferred to meet Andhra's requirements. This was not established by Telangana's politicians. It was established by committees appointed by the Government of India and by the state government itself.
- The Lalit Committee, constituted by the Comptroller and Auditor General of India, examined the transfers from 1 November 1956 to 31 March 1968.
- The Bhargava Committee, under a sitting judge of the Supreme Court of India, independently reached the same finding.
- Over those twelve years Telangana's revenue receipts totalled Rs.51,446.15 lakhs. Transferred to Andhra: Rs.6,392.85 lakhs — an average of 12.43% every year.
- The Bhargava Committee further found a double injury: Telangana lost both the development those funds would have bought, and the compounding returns on that development.
- What the money built instead: the Godavari barrage at Dhawaleswaram and the Krishna barrage at Vijayawada were rebuilt and expanded, and today irrigate more than 25 lakh acres in Andhra. Telangana's own Sriramsagar Project, foundation stone laid by Jawaharlal Nehru in 1963, was left incomplete for fifty years.
